A new administration with a stated focus on health care holds the potential for great change. To realize this potential, however, it is essential to begin with a common set of policy objectives and an accurate diagnosis of the underlying problems requiring attention. This plenary will explore the importance of shifting the national debate from how we pay for health care to what we are buying, how care is organized and delivered, and what return on investment we receive in terms of health improvement. The discussion will also explore the key design elements of a new system and the steps we must take to achieve these goals.
